What happens when a user receives this message "Domain xxx.yyy has exceeded the max emails per hour (250/200 (125%) allowed. ?

One of my users sends a bulletin once a week and that happens he receives this warning message
so I was wondering if the emails that he send are put in queue (and EXIM sends them later) or are rejected
