I am confused since I never received notifications that my reseller went over his resource limits.

I have the following set in reseller center:
[V] Limit the total number of accounts reseller can create
[V] Limit accounts that reseller can create by Resource Usage.
Resource Usage Limits are set. Overselling not ticked.
    [V] Account Modification
    [V] Bandwidth Limiting Modification
    [V] Quota Modification

The reseller is owner of his own account/domain.

    And in WHM/Tweak_settings I have:
[V] Notify the admin, (or the reseller), when an account has reached the "critical" Disk Usage state.
[V] Notify the admin, (or the reseller), when an account has reached the "full" Disk Usage state.
[V] Notify the admin, (or the reseller), when an account has reached the "warn" Disk Usage state.
[NOT ticked] Disable Suspending accounts that exceed their bandwidth limit
    [V] Disk Space Usage Warnings
And have set the various percentage for bandwidth warnings.

So I thought I have done everything correctly, but not getting any warnings, nor does the reseller get suspended when he goes over his resource limits.

Am I missing some setting or is it "normal" that root doesn't get warnings?
