I see this file ips.dnsmaster in /etc and due to my changing IP's on a server I am wondering if this needs to be rebuilt.

It has a list of old IP's in it.

    What is it for?
    And how to rebuild it?

Is there not a script that created it?

    Is it even needed?

Searched all over and have not found a post that's informative anywhere

The file /etc/ips.dnsmaster is no longer used by cPanel / WHM for any functions directly. It has been replaced by the dnsadmin utility (/usr/local/cpanel/whostmgr/bin/dnsadmin). You would not need to update the file as it has been deprecated for use.
