Cpanel Is for managing domains & web Hosting and is used by web hosting companies as a management tool to make it easier for customers to manage domains, email databases ,etc

cant see anyone charging some one by the hour

For ISP management software (tracking online hours, radius authentication etc) I would recommend that you look at OptiGold ISP and freeradius.

You can integrate that with cpanel scripts to create accounts, but cPanel doesn't have any plugin ability for any billing software, other than the cpanel accounting perl and php modules, so its a code your own to make it do what you want.

If OptiGold seems pricey, it's a very good software package however, and you have oodles of freetime to develop your own, then look at Freeside which comes with an Open source price tag, but needs a fair bit to make it work.

If you have any questions on the above software, feel free to ask, I've spent months reviewing and integrating isp billing software for auto provisioning with cpanel, other control panels and other linux, bsd and windows server platforms.

I think that is what you were asking for :)
