Whats wrong? Nothing is responding

Hi
I can ping my webserver, but bind,pop3,httpd is currently down. Im trying to restart this services and the webserver, but it didn't work. Som ideas?? Please, help!

How were you trying to restart the services. You need to be more specific.

Do you have root shell access to the server?
