Wheel group question

    My system is Apache 1.3.27 using RedHat 7.2 and Cpanel 5.3.0-S116 if this makes any difference.

    Problem is, I used cpanel to add users to the wheel group, just my own accounts, and only half of them work. When I ftp to my accounts, some of them allow me to go to lower directories, but some don't. I've been researching for a few weeks trying to learn exactly what is done to add users to the wheel group and it looks to me like it all boils down to the /etc/group file but there must be something else involved because each user that I added to wheel is listed there, but they don't all have access to lower directories.

    All together there are 14 users in the list, and only about half of them can get to lower directories. Where else should I be looking?

    Any ideas?

    Through ftp, half of the wheel group users see:

    /
    --- home
    ------ username
    --------- public_html
    etc

    while the other half only get:

    username
    --- public_html
    etc
