when creating a new accounts in cPanel/WHM it takes too much time around 80 Seconds (1.20 minutes)

And on our server it takes less-than 15 Seconds that's why i am asking here what is the issue
Server Details
WHM 11.28.64
CENTOS 5.5 i686 standard
