when using Safari on MacBook Pro M1 on cPanel forum I can't get the smiley Emoji's to show up

Using Safari Version 15.4 (17613.1.17.1.6) on my MacBook Pro M1 - I can only click on Like in a forum post. When I MOUSE OVER It does not show any options for Heart Smiley etc.

Momentarily shows Loading Reactions and then nothing.. never see the Emoji's

It looks like that version of Safari is still in beta:

I can't reproduce with 15.3 at this point, but I also don't have access to a system with 15.4.

This is also happening on my Windows 11 using Chrome browser ?
I cant see any Emoji's popup need to just able to click on the Like
All I see is a small popup for a split second saying " Loading Reactions " then it disappears .
Latest Build Chrome is up to date
Version 99.0.4844.82 (Official Build) (64-bit)

I was able to reproduce this on Windows 11. I looked through the Xenforo system and found this:

so it seems it is a known issue on their end.
