Where is the tracking email set?

About 18 months ago I was getting load notifications. One of the cPanel support staff disabled notifications as a cheap work around when there was a problem with the setup.

I'm not sure where they changed the setting and would like to re-enable it.

I get emails from service restarts etc but I do not get emails for the following:

1. Load warnings
2. Account upgrades/downgrades
3. New accounts.

I'm guessing service restart emails are set in a different place.

Any help please.
