You don't. When you start your Cpanel it will "phone home" to the cpanel servers for authentication and see if the IP address has a license associated with it. The license is in effect on the Cpanel license servers, you are just having your system confirm it is ok for it to be running. If its ok then it will set a sort of "flag" on your server but you dont really need to download anything like a key or license code.

To start cpanel it needs to be installed somewhere right? And where do I get the install. I am sorry but I am new to this...
