Where to set default cpanel theme (x3) in WHM?

OK, I know how to manage (e.g. clone) and migrate themes in WHM, but where to select x3 as the default cpanel theme for all new accounts I create? Currently the default theme is set to x.

Where is Server Configuration?

I know this must be a stupid question, but I have a standard reseller account and I can' find it?
