Whitelist ip not working as expected

I want use list of ip to access cpanel, all other ip must deny access
I enter my ip to Whitelist ip cphulk/whitelist but still can access from another ip
how to achive my task?

Use this interface to allow, reject, or drop access to services for specific IP addresses.

as that will let you control access to specific services on the machine.
