WHM no longer functioning and giving an error

I cannot log into whm anymore and get the following error:


Template file /usr/local/cpanel/whostmgr/docroot/themes/x/templates/gsw/initial_setup_wizard1.tmpl does not exist.

I have tried "service cpanel start" in root, but it did not solve the problem.

Does anyone know what the problem can be?

killed off:
