WHM purchase and install an SSL Cert is erroring out

From WHM, I go to the "Purchase and Install an SSL Certificate" page - it lists my two domains. I click on the "Go To cPanel", it launches cPanel and I get the following error:

The system failed to load the market provider module for “cPStore” because of an error: (XID kmvexq) The request failed. (Error ID kmvexq) at /usr/local/cpanel/Cpanel/Market.pm line 626.
But cPanel is not telling me what pages its on - the url has `tls_wizard` in it, but I can't find the tls wizard anywhere else in cPanel thus I don't know exactly where its trying to launch from.

Is the cPanel market provider manager enabled in WHM? You can find this at WHM>>>Market>>Market Provider Manager

For the SSL/TLS Wizard this is managed by a feature, if this isn't present in your cPanel account you'd want to check the feature list associated for that package to ensure the feature is enabled.

Interesting. When I go to Market Povider Manager I get the following error:
API failure: (XID m9v8gy) 1 error occurred: Error #1: “cPanel Store” indicated that the Market has been disabled by the license holder.

Looks like GoDaddy doesn't want me buying cheap certs and has disabled the cPStore and instead wants me to buy their $80 (minimum) per DV cert. Unless I am missing something?
