Have a ded. server, running whm/cpanel...

I am trying to have a user account which will have root access and be able to see all users public_html folders ...

not sure what I am setting up wrong here, any advise?

On every account I have I can only see the single user, or if it is a reseller account, I Can only see that account, not the other users logins.

Is this how it is supposed to work or can I get ftp access to the entire server?

When a reseller logs into cPanel, they often see a drop-down box near the top of their cPanel interface that allows them to switch cPanel logins to view/edit the contents of another cPanel account via cPanel.

Resellers will not have access to other accounts by other means (e.g. FTP), only via cPanel.

If you do not see this drop-down, then it is possible the setting allowing that has been disabled. The setting that governs this behavior is in WHM -> Server Configuration -> Tweak Settings -> System:

There are alternatives such as SFTPing to an account with root-level access to view all files at once. However, unless you are very familiar with file ownership and file permissions, I recommend avoiding that.
