WHM Reseller is creating more accounts of allowed

Hi,
I have an issue in a reseller (I do not have invesigated it in other resellers)
I have configured a reseller account with 1000MB disk space and 10000MB transfer. Overselling is DISABLED.
He has used 1150MB of disk space and over 12000MB of transfer and he can create more accounts. I log in his WHM panel and I went to "Create a new account" then I select a package (it was showed in RED color, as a warning) and then I press Create button.
What did happen?
The account was created without any restriction, so in this moment my resellers do not have any limit.

What do you think about this? Do you have the same problem?

With overselling disabled for that reseller, the new account should not have been created if you were logged in as that reseller (rather than root). You may want to let our technical analysts take a look at your server so they can see this behavior in action: http://tickets.cPanel.net/submit
