Is there a way to allow this user to still be the owner of a cPanel account? I noticed when adding a user with no associated domain, you cannot select this user as the owner.

Hello,

This was brought up in the past as part of internal case CPANEL-10942. It was determined that allowing one of these manually created users to own accounts is not supported. The purpose for this document is to provide instructions on how to allow an administrator separate access to WHM, as opposed to allowing the user to become a full-fledged reseller.

To update, we made a change in cPanel version 68.0.16 to allow it to work as it did in previous versions:
