whm script rights

    I can create a cpanel11 account through a php script but it seems I haven't got any right to create folder/db (through mkdir, ftp_mkdir, cpanel domkdir.html function) and copy files, while I've got any rights on old cpanel10 accounts.

    How can I edit new cpanel11 account rights? Or can I create old cpanel10 accounts? Otherwise can I find a way to create a db/folders through a php script?

    There's no such thing as a "cpanel10" vs. "cpanel11" accounts, cPanel accounts are the same regardless of what version you are using. However, how are you creating the accounts? Are you using the XML-API, cPanel::Accounting or some other method?
