Why can't I create other resellers with my reseller?

What's stopping me from using my reseller to create new resellers for other people?

It's not a feature that cPanel offers.

You must give "root access" permissions to the reseller, if you want them to be able to create reseller accounts.

Otherwise, the necessary options are not displayed when the reseller creates an account.
