Why I can't access my server using ftp client?

Im using cuteftp. The host is my server's ip. I used the same username and password with my cpanel account. Im wondering why I can't get connected. I changed the port into the one specified for the server. Then it shows

Socket connected. Waiting for welcome message...
ERROR:> Timeout (60000 ms) occurred on receiving server response.

It connected but there's something wrong because it timeout.

Hello,

Have you tried restarting your server's FTPd?

You can do this through WHM and/or SSH by typing:

/scripts/restartsrv_ftpserver

I hope this helps you!
