Why Text Encoding [edit file] changed itself?

    My cPanel Version 11.28.64

    This morning when i opened an html file to edit the content, i noticed the text encoding bar showing ansi_x3.11-1983 for the file.

    I don't know what kind of encode that is.
    I set all my files to utf-8 from the first place and today ALL FILES changed to THAT encoding!
    I turned it back to utf-8 and saved it, but when i opened the files again, it changed itself to that ansi-x3 thing encode AGAIN!
    Before, there were some files changed to be rk-something encode itself too.

    Why this thing happened? I didn't do anything before.
    Is there a way to set all files encoding in one step? In cpanel menu, maybe? htaccess? anything?

    Or...shall i ask my host?
