You'll probably have better luck troubleshooting this if you post on the WordPress.org support forums, but the most likely cause of this is that you still have an "index.html" or "index.htm" file in the folder where you installed WordPress, and its contents are being displayed instead of the index.php that WordPress adds. If you use cPanel -> File Manager and browse to the folder where you installed WordPress, you can temporarily rename any "index.html" or "index.htm" files you find, leaving the index.php and see if that fixes it.

Additionally, your provider may be creating this "Under Construction" page and if you're unable to identify it you may want to contact your hosting provider for further assistance/information.
