Hey there! Is there a need for the .htaccess? According to the WordPress documentation, there isn't anything in that file that is required for a cPanel server or domain to function:

WordPress htaccess code is required! 99.9% of WordPress sites in Apache use it for custom URLs and remove index.php from the URL. Impossible to agree that the WordPress HTACCESS rule is ineffective.

How insert the .htaccess in WordPress Toolkit installation?

I did some additional testing with this and found it is only enabled if Permalinks are active. If you go to Settings >> Permalinks and change the value from "Custom Structure" to "Day and name" the .htaccess file is created.

You can also always manually create the .htaccess file if you need it on your system.
