I copied the monsoon theme and modified it to create my own look. We then deleted teh old themes including the x theme. That seems to have been a mistake as the monsoon theme seems to link into it. I am missing icons which is not really a problem but I found some of the functions also quit. We seem to have everything working again except when you go into the cpanel > Manage Accounts and click on "read webmail". I get page not found. Do I need to reinstall the x theme. If so where would I find the necessary files?

The simplest way should be to run:

    /scripts/upcp --force

which will force an update of cPanel and replace the missing items.

Am I correct that x theme should never have been removed in the first place?

Yes. The x theme is the base theme that the other cPanel theme's hang off, so if removed it can indeed cause problems.
