    Does anyone know if the current release of whm/cpanel uses xinetd rather than inetd? If not, why not?
    I did some reading and it seems it is much safer and used more and more as a standard replacement.

    Think it depends on the version of your OS, all of our boxes with RH7.1+ use xinetd as it is what they ship with by default.
