Is this happening with every single login.

ie:

You try to login and see "Your IP address has changed. Please log in again"
So you immediately try again and see "Your IP address has changed. Please log in again"
and so on, going around in circles.

Things you might want to try is:
In another browser page open www.wahatismyip.com and take a note of your IP.
When the problem occurs, refresh that browser page and see if your IP has actually changed.

Cookie IP Validation might indeed be the culprit here particularly if you have a dynamic IP locally. Great suggestion @nixuser
