Hello,

The error in question is typically due to openssl being broken:

[Yum] yum AttributeError: 'module' object has no attribute 'HTTPSHandler'

The commands in the linked thread won't typically fix this issue if openssl is broken, but reinstalling a working copy of openssl would fix it. You would need to contact your datacenter, NOC or provider for further assistance in this matter. Fixing openssl is a core issue that is outside the scope of cPanel itself.
