Yum, upcp, rpm dont seem to work

Folks,

I'm having troble with trying to get the new daylight savings stuff for centos 4.4. I can wget the rpm but then when I try to run it/w:

rpm -Uvh tzdata-2007c-1.el4.noarch.rpm

rpm just sits there, I left it going for 10 min., and no hash marks or any thing

I've had trouble with upcp stopping at Frontpage and the last time that happend I tried to do a yum update and that failed.

Any thoughts on how to resolve these?
